To become mayor, you need to attract new population, drive the growth of residential areas, and at the same time strengthen trade and industry. But be careful! Factories pollute the environment, which you will also have to deal with!
If you create a balanced infrastructure, the citizens of the city will surely elect you as mayor. But do not make them false promises! Build residential houses, commercial buildings, factories, and cultural buildings, surround them with wonderful parks, and let your city flourish! Also, use the buildings of your neighboring cities to get the best out of your city.
